There are some misunderstandings in the current energy efficiency retrofitting. The energy-saving technology is simply used in projects and the actual project characteristics are not cared about. Through the statistical analysis on hundreds of energy efficiency retrofitting projects for existing public buildings in Shenzhen, finds that little attention is paid on implementation of energy-efficiency diagnosis before energy-efficiency retrofitting. The fundamental reasons can not be found and the retrofitting plan has less feasibility if energy efficiency diagnosis is not taken. Points out the necessity of the energy efficiency diagnosis by means of introducing typical cases. Suggests that site surveys and tests should be performed to analyse various factors affecting energy consumption before drawing up the energy efficiency plan. Then the energy efficiency plan should be made on the basis of energy efficiency diagnosis.
